This is the last President’s Corner" of my term in office. I have thoroughly enjoyed my time as Chapter President, and hope that I have made a meaningful and lasting contribution. In thinking about what to write, I decided that I should come up with some great thoughts that were inspiring, summative, and conclusive. That sounds like a tall order, so here goes.
This was a very good year for the Chapter, and one that we can all look back on with a great deal of satisfaction and pride. After taking over from our Past-President, Dino Piccione, last January, I stated that I was excited to have the chance to serve as President of the Potomac Chapter of the Human Factors and Ergonomics Society (HFES). After all, the list of past Chapter presidents is quite impressive, including many whose work I studied as an undergraduate and graduate student, and who served as professional role models. And I have the privilege of "passing the baton" to one of the outstanding members of both HFES and APA Division 21 (Engineering Psychology), Jerry Krueger.
We had a full slate of meetings and activities during 2002. As I discussed previously, this was a year in which we accomplished many things in the spirit of cooperation and collaboration with our professional colleagues. Many of our meetings were jointly held, or were co-sponsored with organizations such as APA Divisions 19 and 21, UPA, SIGCHI, and IIE (Industrial Engineering). Once again, the chapter successfully co-hosted the APA Mid-Year symposium with Division 21 and Division 19. The symposium exceeded all expectations in terms of attendance and the quality of paper presentations. The presentations at all the meetings this year were enlightening and informative, and they demonstrated the breadth and depth of activities of human factors and ergonomics professionals. The meetings also demonstrated that, as a professional group, we continue to make significant contributions to the solution of real world problems.
In my opinion, the high point of the year was our service as Host Chapter for the HFES Annual Meeting in Baltimore. We received numerous glowing comments from the HFES Central Office staff, the meeting planner, and our colleagues about the outstanding job done by the Host Committee and Chapter members and our stellar effort to pull this off, particularly on such short notice. In fact, I just received a letter from Lynn Strother, the HFES Executive Director, expressing her gratitude to the Host Committee and Chapter for our hard work, creativity, and dependability, that contributed to making the meeting an "unqualified success." I should also mention that, along with that letter was a check to the Chapter from HEFS for our share of the Annual Meeting surplus funds.
Kudos and thanks go to Dick Horst --Tours Chair; Debbie Patton -- Social and Hospitality Chair; and Tom Mayfield -- Newsletter Editor/Coordinator, as well as to Jack Laveson – Webmaster; Michael Eidelkind -- Membership Chair, and Ben Somberg -- Treasurer, for their time and effort on the Annual Meeting. Thanks also go to the many volunteers who staffed our booth and who helped in so many other ways. We promoted the Chapter and recruited several new members as a result of these efforts. In short, we all can be proud of a job well done and greatly appreciated.
In closing, I would like to express my own appreciation to all my colleagues who served on the Executive Council and supporting positions this year, and whose constant support and sage advice made my job all that much easier. I encourage all of you to lend your support, and especially your participation, to Jerry Krueger and the rest of our new leadership to make 2003 another great year for the Potomac Chapter. Let’s keep up the good work!

HFES 2002 Host Committee General Chair
I am honored to have been selected to serve as your Potomac Chapter President in 2003. John Ruffner will enact the transition of officers at our January 27th meeting.
We can all be rather proud of our Chapter’s accomplishments this past year. Among other activities, joining with APA Div. 21 and 19, we co-sponsored the largest and most successful midyear symposium last March. We plan to repeat that performance this coming March 6th - 7th, again at Fort Belvoir. I am hopeful our Chapter will play an even more prominent role in that particular symposium. We plan to host our open Potomac Chapter meeting that Wednesday evening, March 6th, at the Fort Belvoir Officers’ Club. Details to follow.
We obviously got lucky in gaining a last minute opportunity to host the HFES national meeting at Baltimore in October 2002. Our heartiest congratulations and profound thanks to all those Chapter members who worked so hard to help the staff of our national office pull off that wonderful showing for the Society. The Potomac chapter did an outstanding and memorable job of it. What a success story!
I will not attempt to set lofty goals like trying to outdo the banner year of Chapter success stories from 2002. We will work together to do some organizational sprucing up here and there; and perhaps engage in some alternative activities as appropriate. One of those activities I thought worth mentioning is our Chapter’s active participation in the Federation (FBPCS) --- which has actually been ongoing for some time, but has recently stepped up in terms of our formal participation.
The Federation of Behavioral, Psychological and Cognitive Sciences (FBPCS) promotes its member organizations and advocates on/for issues that concern them to the legislative, judicial and executive branches of government. Three of the largest among the Federation’s member organizations are: American Educational Research Association, American Psychological Association, and Human Factors and Ergonomics Society.
In August 2002, I was invited to serve as the HFES representative to the Federation’s Council of Member Organizations. I represent the society and bring our issues to the Federation at various meetings and functions, cast the society’s vote on council issues, and keep our HFES officers and our membership informed of the deliberations and activities of the Federation. I will do this latter activity by submitting occasional news articles for our HFES Bulletin; so consult the Bulletin for more information.
The FBPCS periodically holds Science and Public Policy Briefings on Capitol Hill, whereby a Federation chosen speaker addresses House and Senate staffers who work in areas of science or health, usually with the intent to convince Congress to enact legislation, or to devote more funds to an important topic. The Forum on Research Management (FORM) is a series of public discussion events for mid- to upper-level agency staff (e.g. from NSF, NIH, State Department, etc.) along with academic researchers. The FORM focus is on interchange of perspectives and knowledge from which both sides benefit. Recent FORM topics included a discussion of what member organizations could offer in our nation’s response to 9/11/2001 and to prepare our nation for its war on terrorism; another topic was Institutional Review Boards. At the November 15th, 2002 FORM, prominent speakers discussed "Improving the relationship between the behavioral sciences and the media." The next topical FORM in the Spring of 2003 will be on Medical Decision-making. If you have particular topics you wish the HFES to bring up to the Federation, we will work through our Potomac Chapter to the HFES Council to obtain organizational direction. I will be happy to help facilitate that process.
Since some of you may not know much about me. it is probably appropriate to write a little about myself here. In 1994, I completed a wonderful 25-year active duty Army career as a human factors psychologist and ergonomist working in numerous capacities in medical research and development. I worked one year at the Biomechanics Corporation of America (BCA) on Long Island, NY; then three years in transportation research and consulting for Star Mountain in Alexandria, VA. This was followed by independent consulting roles for the American Trucking Associations and the DOT’s Federal Motor Carrier Safety Administration (FMCSA), mostly on topics of long haul truck driver alertness and fatigue. Currently I work as a principal scientist and ergonomist for the Wexford Group International in Vienna, VA (www.thewexfordgroup.com). I spent three years doing Army MANPRINT work on the Land Warrior Program at Fort Belvoir, VA. I continue to work on various equipment operator alertness, fatigue, and work/rest scheduling issues, and I am engaged in Human Systems Integration work for DoD telecommunications installations. I do the book review editing for our HFES quarterly publication Ergonomics in Design magazine; and I am quite active in APA Division 19 and 21 activities. The ARCH (Applied Research in Cognition and Human Factors) Lab is a part of the Psychology Department at George Mason University. The ARCH forms a bridge between cognitive theory and applications. On the theory side, we are involved in research on spoken and written language processing, visual attention, strategic control of basic cognitive processes, modeling (using connectionist, stochastic, and production rule approaches) and the development of computational architectures of perception, cognition, and action. We have applied this theory in domains such as human-computer interaction, aviation, driving, synthetic environments, and computer programming. For this meeting of the POC, we will begin with an overview of the personnel and projects affiliated with the lab. This will be followed by an open house, with posters and demonstrations of some of our current projects.
I am overcome with sadness to have to report that Bob Swezey lost his battle with cancer on Saturday, November 30. This is a very sad time. Bob was most gratified when I told him several times how many people were asking after him. He remains for me a remarkable colleague, friend, and scientist. A memorial service was held on Saturday, December 14, 2002 in Leesburg, VA. In lieu of flowers, a contribution in Bob’s memory can be made to: NCCRA (Robert W. The National Cancer Institute is resuming its popular Education and Training program at the Communication Technologies Branch. Once again, Divisions 19 (Military Psychology) and 21 (Applied Experimental and Engineering Psychology) of the American Psychological Association (APA), in conjunction with the Potomac Chapter of the Human Factors and Ergonomics Society, will be hosting APA's Annual Mid-year Symposium March 6th and 7th, 2003 at the Fort Belvoir Officer's Club. The theme for this year's symposium is Measuring and Maintaining Performance in Complex Environments. Historically, the annual mid-year symposium has provided an outstanding forum for presenters and attendees who are interested in research designed to assess human performance on the battlefield, in military and civilian aviation, air traffic control, and other complex work environments. This year there will be special emphasis placed on advances in the measurement of operator performance and human error.

Rehabilitation Engineering R&D Lab
National Rehabilitation Hospital
Collaborative and independent research and development on applications of Virtual Reality methods and technologies to rehabilitation of individuals with disabilities. The setting is a rehabilitation engineering R&D lab with clinical goals, a strong interdisciplinary orientation, and active connections with academic departments of biomedical engineering and experimental psychology at the nearby Catholic University of America. The lab is housed in the Rehabilitation Engineering Service at the National Rehabilitation Hospital, a private not-for-profit 130-bed hospital in northwest Washington, DC. Disabilities that are currently the focus of VR research include stroke, autistic spectrum disorder, and cerebral palsy. A faculty appointment and direct involvement with graduate students is likely.
