Safety and Occupational Health Manager
Naval Facilities Engineering Command

Naval Facilities Engineering Command is currently seeking interested individuals interested in a Safety and Occupational Health Manager (GS-0018-14) opening at the Washington Navy Yard, Washington, DC. The Command's primary mission is to strengthen Navy and Marine Corps combat readiness worldwide through facilities lifecycle support focused on the Fleet, the Warfighter, and the Families. The Command employs a full spectrum of talent including Engineering and Acquisition professionals, Program Analysts, administrative, technical and support specialists, and skilled trades.

The incumbent of this position provides senior level subject matter expertise for safety and occupational health, contractor safety and weight handling program subjects on the Safety staff of the Operations Department at Naval Facilities Engineering Command Headquarters, which is located in Washington, D.C. The Safety office provides assistance and support to the Chief of Naval Operations (CNO) (09FB) by performing tasks and functions associated with the Navy Occupational Safety and Health (NAVOSH) Program and management of the centrally funded Hazard Abatement (HA) Program for CNO. In addition, the incumbent serves as the center of expertise for facilities safety and health issues related to NAVFAC's Navy-wide business areas including Facility Acquisition, Military Construction (MILCON), Installations Engineering Support, Public Works, Environmental, and Base Realignment and Closure. The incumbent Assists in annual planning budget estimates and prepares required documentation including justification and impact statements. Supports department personnel action requests, community management plans and community personnel actions. The Safety staff reports operationally and administratively to the NAVFAC Deputy Commander for Operations.

The incumbent applies advance safety engineering and occupational health policies concepts, principles practices, procedures and standards applicable to high-risk industrial and construction activities, planning/design of major military construction projects as well as evaluating alternative cost effective measures for eliminating potential hazards and correcting safety and health design deficiencies and oversights in facilities, facility maintenance, storage and supply type operations, as well as transportation/ construction equipments, and maintenance/repair operations.

The incumbent review facilities maintenance work and industrial processes, shop machinery design, material handling procedures and transportation maintenance operations to identify hazards, determine casual factors contributing to mishaps and develop Navy-wide solutions. Coordinates and conducts investigations of mishaps by applying analytical techniques including the Management Oversight and Risk Tree (MORT) analysis and Sequential Timed Events Plotting (STEP) to identify casual factors. Prepares reports and develop policies and procedures that impact managerial courses of action such as changes to design criteria, operations and maintenance.

At a minimum the applicant must possess the following experience:

One year specialized experience equivalent to the next lower level (GS-13) providing management, administration and operations of the safety and occupational health program

Responsibilities:
The Human Factors Psychologist will serve on a wide variety of projects related to human performance. The selected candidate for this position will work primarily on human factors projects including the evaluation of software design, user manual design, usability testing, job/task analysis, human error analysis, voluntary safety program development, training program development and evaluation, and performance assessment. Qualifications:
Candidates must possess a Masters or PhD in Human Factors, Applied Experimental Psychology, or related discipline. Human Factors Engineer - FAA Programs

Description of Duties:

  • Provide Human Factors Engineering support in support of FAA programs including human factors technical planning, computer-human interface design, and human factors analysis. In addition, prepare CHI-design related materials for software costing, requirements analysis for total systems, and computer/human interface support.
  • Provide analysis and human factors support to FAA programs for all phases of system development to include: concept development, design, software implementation, training, and test.
  • Provide AT CHI Development Support to FAA programs.
  • Perform human factors analysis, requirements analysis, detail trade studies, requirements allocation and interface definition studies on FAA programs to translate customer requirements into hardware and software specifications.

General Minimum Requirements:
At a minimum, the Human Factors Engineer shall have the following skill/experience level:

  1. Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 9 years of professional experience; or 7 years of professional experience with a related Masters degree.
  2. General systems engineering and test background as well as a strong background in human-computer interface design, use of rapid prototyping techniques, usability testing, & the process of incorporating user feedback into the system design. Must be proficient in MS Word, and PowerPoint.
  3. Extensive experience with developing Display/ Human Factors aviation automation programs.
  4. Strong communication and writing skills and the ability to interface with the customer.
  5. Ability to interface with other functional areas to ensure complete understanding of the requirements for complete and accurate implementation.
  6. Ability to assess system changes and determine system impacts.

Additionally, the following skills/experiences are preferred:

  1. PhD in human factors engineering, human factors psychology, cognitive psychology or related discipline with a focus on human-computer interaction and usability preferred, but will consider Master’s degree if candidate has an exceptionally strong background.
  2. BCPE board certified (CPE or CHFP) preferred but will consider non-certified candidate or candidate with alternate certification (e.g., CHFEP).
  3. Minimum of 10 years of experience in requirements analysis, human-computer interface design, testing and evaluation, and user-centered design processes as well as system engineering experience writing requirements.
  4. Proficiency in Corel Draw and proficiency or experience with DOORS is a plus.

Specific aviation human factors experience in one or more of the following areas is required: Program Management planning and support, Safety, Air/Ground integration, Technical Operations/Maintenance, Air Traffic Control experience in En Route or Traffic Management, Human Performance Modeling, working with user teams during requirements development, system design and testing, aviation systems and operations (especially air traffic control), performing analyses during the initial phases of a program to determine functional needs and design attributes, application of human factors engineering to the design of systems. Experience working with FAA NextGen concepts highly desirable. Skill in working as part of an interdisciplinary team including the advocacy of human factors in the context of cost and schedule program constraints required. Must have strong customer interface skills and have strong interpersonal communication (oral and written) skills to satisfy job requirements. Must possess a strong working knowledge of Microsoft Office products (i.e., Excel, Word, and PowerPoint) with experience MS Project and Access desired.

Education: Bachelor's of Science degree in applied or experimental psychology, human factors, ergonomics, sociology or industrial engineering from an accredited college or university and a minimum of 5-10 years experience is required.

Knowledge of FAA and ATO organization strongly desired.
